Get to know your Neighbors; Neighborhood Watch is a group of residents or individuals living in the same area who want to make their neighborhood safer by working together and working with the Oak Ridge Police Department to reduce crime, raise awareness, and improve their quality of life. Everyone wants to live in an area that is safe for themselves, their children, their grandchildren, and others in the area. Neighborhood Watch is concerned with the reduction and prevention of crime. But depending on the needs of it's participants, Neighborhood Watch goes beyond crime prevention to address a wide array of other livability issues. Neighborhood Watch is homeland security at the most local level. It is an opportunity to volunteer and work towards increasing the safety and security of our homes and our homeland. Neighborhood Watch empowers citizens and communities to become active in emergency preparedness, as well as the fight against crime and domestic terrorism. HISTORY For more than sixty years, the National Sheriff's Association (NSA) has been committed to the safety and security of America's communities. For more than 30 years, the National Neighborhood Watch Program has been one of the most effective ways for citizens to join law enforcement in the protection of our neighborhoods. The roots of Neighborhood Watch can be traced back to the days of the Colonial settlement, when the night watchmen patrolled the streets. In 1972, the NSA took the concept and organized a program that became a national initiative. Since the beginning, Neighborhood Watch has grown from an "extra eyes and ears" approach to crime prevention to a much more proactive, community-oriented endeavor providing a unique infrastructure that brings together local officials, law enforcement, and citizens for the protection of their communities. Today's Neighborhood Watch program incorporate activities that not only address crime prevention issues, but also restores pride and unity to a community. It is not uncommon to see members of Neighborhood Watch groups participating in community cleanups and other activities that strive to improve the quality of life for residents. CURRENT INITIATIVES In 2002, USAonWatch and the USA Freedom Corp were created under President Bush's Citizens Corps initiative to empower citizens to become directly involved with Neighborhood Watch for the purpose of homeland security. In his State of the Union address in 2002, President Bush stated, "My call tonight is for every American to commit at least two years -- 4,000 hours over the rest of your lifetime -- to the service of your neighbors and your nation."
