Composition: The Youth Advisory Board is comprised of sixteen (16) students, all of whom are required to be residents of the City of Oak Ridge, including two (2) students each from the 9th, 10th, 11th, and 12th grade levels at Oak Ridge High School, one (1) student each from Jefferson Middle School (JMS) and Robertsville Middle School (RMS) from the 8th grade level, and six (6) members appointed by City Council from grade levels eight (8) through twelve (12). Two (2) of the members appointed by City Council shall be from grade level eight (8) if a sufficient number of 8th grade candidates have applied. All members, with the exception of the six (6) members appointed by City Council, are elected by their classmates, with rising 8th grade students voting for the 8th grade representatives, rising 9th grade students voting for the 9th grade representatives, rising 10th grade students voting for the 10th grade representatives, and rising 11th grade students voting for the 11th grade representatives. The rising 9th grade members are elected by their classmates at JMS and RMS, resulting in one (1) 9th grade representative who attended JMS and one (1) 9th grade representative who attended RMS; however, if one middle school has no applicants for membership on the Board, both upcoming 9th grade-elected positions may be filled from the same middle school (JMS or RMS). All members elected by their classmates must be confirmed by the Oak Ridge City Council, and all members serve one-year terms of office commencing on July 1, with the exception of the elected 11th grade representatives who serve two-year terms of office. Officers are elected annually by the Board and consist of a chairperson, vice-chairperson, secretary, and treasurer. A majority of the members then in office is a quorum for the transaction of business and all actions require the affirmative vote of a majority of members then in office. General Powers and Duties: The Youth Advisory Board serves as a liaison between City Council and the youth of the community on issues affecting youth. The Board's function is to encourage the positive growth and development of youth by involving them in social, cultural, recreational, and other drug- and alcohol-free activities. In the performance of its function, the Board is authorized to (a) make recommendations to City Council and the City Manager on policy matters affecting the youth of the community; (b) plan, organize, coordinate, and carry out drug- and alcohol-free social, cultural, and recreational activities for the youth of the community; (c) establish guidelines, rules and procedures for participation in such activities; and (d) enter into agreements with entertainers, concessionaires, and other third parties as may be deemed desirable by the Board within available funds and in accordance with applicable State and City laws and procedures. Meetings: The Board holds meetings at least monthly at times and places it may designate.
