ENVIRONMENTAL QUALITY ADVISORY BOARD Established by Section 2-102, Chapter 2, Article V of the Code of Ordinances of Oak Ridge. Composition: The board is composed of ten members who are appointed by City Council for three-year staggered terms of office and two Oak Ridge High School student members who are appointed for two-year staggered terms. One member is nominated by the Oak Ridge Regional Planning Commission from the membership of the commission. Officers of the Board are elected annually and consist of a chairman, vice-chairman, and secretary. A majority of the board constitutes a quorum for the transaction of business, and all actions require the concurring vote of a majority of the members present. General Powers and Duties: The function of the board is to serve as an advisory body to City Council. When requested by City Council, the board gives advice and assistance in matters contributing to a quality environment. Further, upon request, the board advises the City Manager and the Oak Ridge Regional Planning Commission on specific environmental matters. The board is required to prepare a written report of its activities and recommendations and a proposed program of work for the ensuing year for submission to City Council by September 30 of each year. Meetings: The board holds regular meetings at the Municipal Building on the first Thursday of each month.
